2021 Village Hall Survey

Kincardine O’Neil Community Associaton

As a result of the Durwood Gardens (Snowdrop) development the council have a fund to spend on a suitable project or projects within the village. This money had been earmarked to go towards a replacement village hall, as was deliberated when a Village Hall Consultation was conducted in 2013. We are undertaking a new survey here, to establish the current views of village residents on the use of this development fund, and if it should be spent on a new hall or on another project.


The 2013 Hall Consultation

The consultation explained the background and asked four main options for the hall to be considered.   70 responses were received which represented a significant proportion of the community, with the desired option (91%) for the construction of a new hall. The consultation also sought responses on a number of other questions regarding requirements and design of any new building.

Resulting proposals/requirements for a new Village Hall

A New Multi-use building with multiple sized areas and modern facilities capable of acting as Village Hall, Community Centre, Sports Club House, Sports Centre, Meeting Place and Day Conference Location, Centre for Special Interest Groups (Youth Activities, Seniors, Toddlers, etc.), Farmers’ Market Place and even an occasional bar.  It is also an opportunity to make far better use of the area around the hall and improve an important part of the village centre.

Recent survey of Village Hall

It has been known for many years that the current village hall cannot be modernised and has only a limited future life.  The Hall Committee had a new condition survey carried out in 2020 which concluded that the hall can only be guaranteed safe to use for another ten years.  On this basis, the Hall Committee only plan to keep it going until 2030 at the latest.

Current proposals for Christ Church Hall

Christ Church have plans to build a small hall next to the church which will be available for community use when not needed by the Church. They have planning permission for their hall, have more than half the funding in place and they hope to move forward as soon as possible to the build stage.

Change to Village Hall, Bowling Green and Playing Field management

The Hall and other assets are currently held in trusts for the benefit of the village but run and owned by trustees. This could cause potential management problems and would make rising funds difficult. The Trusts have asked the Kincardine O’Neil community to consider a new model of ownership and management.

The Community Association Committee thinks that we should still try to build a new village hall, suitable for larger events as well as smaller ones, but only if YOU agree.  Also, it will only happen if we can put together an enthusiastic action team to do the job. We hope you will complete and return the survey, or do it on line, as the Community Association need to represent the villages views on what should be done with the funds available to be spent on the village.
